City Hall announced that its nursery school waiting list was set to reach zero on Apr. 1. Last April, the city was the second worst in Japan with a waiting list of 695 children. The City spent 8.3 billion in fiscal 2013 on measures, including the construction of new nursery schools, to boost capacity by 2,354 slots. There are still 1,122 children waiting to enroll in specific nursery schools, but the city does not count them since the waits are based on “parents’ personal reasons.” To respond to this demand, City Hall plans to spend 6 billion on new nursery schools, thereby boosting capacity by another 1200 by early FY2015.
