Kyushu Faces Aging Infrastructure Problem

Kyushu’s aging public infrastructure, much of which was built during the rapid economic expansion after the war, is becoming a serious issue. In the seven prefectures, nearly 40% of the public housing is more than 35 years old, the age at which rebuilding is considered necessary, and in 20 years, the figure will top 90%. About 10% of roads and tunnels are more than 50 years old, and in 20 years, this figure will exceed 50%. The cost of repairs and upkeep is expected to squeeze the budgets of local municipalities, but with the population on a continuing downward trend, repairs will need to be prioritized, and in some cases, little used roads and other facilities may have to be abandoned. Last November, the national government issued a master plan on extending the lifespan of infrastructure which requires local governments to formulate action plans outlining estimated future outlays for maintenance.
